Notes: CCC numbers reflect the administration's estimates of budgeted FTE students. For CSU and UC, 2024-25 and 2025-26 numbers come from the segments and reflect actual and revised enrollment levels across the two years, respectively. The 2026-27 undergraduate number reflects the resident undergraduate enrollment growth expectation proposed under the Governor's budget (also reflected in the 2025-26 Budget Act).
At CCC, 1 FTE student is 525 contact hours per year, which on average generates about 24 credits. For undergraduate education at CSU and UC, 1 FTE student is 30 credit units. For graduate education at CSU, UC, and CLSF, 1 FTE student is 24 credit units. CLSF enrollment reflects resident enrollment in its juris doctor program.
a Reflects the net change after accounting for the proposed 0.5 percent systemwide enrollment growth together with all other enrollment adjustments.
b UC already exceeded its enrollment growth target set forth in the 2025-26 Budget Act for 2026-27 in 2025-26. UC estimates its resident undergraduate enrollment in 2026-27 will be 215,634.
